Why are UC campuses building during a budget crisis?

Even during a time of extreme fiscal constraints, the University of California must press forward on campus construction projects needed to address seismic and life safety concerns.

In addition, UC must catch up with growth by providing modern teaching and research facilities as well as improving energy efficiencies in aging buildings. Many campus building projects were already under construction when state funding was slashed.

UC is issuing bonds that will make it possible to continue approximately 70 campus projects.

UC issuing bonds for capital projects

Bond issues totaling nearly $1.4 billion will create construction jobs throughout the state and complete badly needed building projects already under way at UC campuses. The bulk of the bond sale falls under the federal stimulus program’s Build America Bonds, which will subsidize 35 percent of UC’s qualifying interest costs.

How will UC furloughs affect the medical centers?

In an effort to protect patient safety, the UC medical centers were given the opportunity to develop an alternative plan, which would generate the same level of savings as the employee furlough plan. In lieu of employee furloughs, the medical centers have been allowed to meet the required savings, which is equivalent to the amount of savings the furloughs would have achieved, through the elimination of vacant positions, planned attrition, layoffs, management of overtime pay, program closures, voluntary separation program, reduction in the use of contract and temporary labor, elimination of pay increases – except those required by contract, and salary reductions for senior management.

The alternative plan is designed to meet the goals of the Regent’s action, while allowing our medical centers to maintain the highest standard of patient care possible and continue the essential services upon which our communities rely.
